| In 1966, Topps issued 6 Batman Card Sets, inclusive of Set # 5, often referred to as "The Riddler Set" due to The Riddler's Riddle on the backs of each of the 38 cards that readers needed a wax "Secret Decoder" to solve. The Set is based on the 1966 "Batman" Movie. The Cat Woman (Lee Meriwether) colludes with The Penguin (Burgess Meredith), The Joker (Cesar Romero) and The Riddler (Frank Gorshen) to form the United Underworld. The Dynamic Duo of Batman and Robin restore World Order after the United Underworld dehydrates and attempts to ransom the Security Council of the United World Headquarters. Batman and The Boy Wonder thwart the villains during a climatic battle aboard The Penguin's submarine.
